Henrico teen charged in Cook Out shooting

HERICO COUNTY, Va. -- The man arrested following a shooting near a Cook Out restaurant in western Henrico remained jailed without bond Friday.

Jakweus Gordon, 19, of Seminary Avenue, was charged with Malicious Shooting, Use Firearm In Commission Felony, and Drug Possession in connection to Thursday's incident.

Henrico Police swarmed the Eastridge Road Cook Out, between Parham and Three Chopt roads, after shots were fired during a fight near the restaurant's parking lot.

No one was struck by the gunfire, but the Cook Out building was hit at least twice with bullets, according to a store employee.

The violent situation unfolded during the evening rush hour in a highly traveled part of Henrico's West End.

One witness, who was working nearby, recorded the aftermath with his cell phone camera.

"I probably saw about five to eight people handcuffed and most were placed on the ground while they were detained," witness John Toole said.

Crime Insider sources indicated the fight was over a girl.

Investigative details into the incident, like the motive for the fight and shooting have not yet been officially released.

Over 600 people petition for better cell reception in Tuckahoe

HENRICO COUNTY, Va. — More than 600 residents in Henrico Couny have signed a petition asking Verizon to improve cell service in Tuckahoe.

Thomas Walls, who reached out the CBS 6 Problem Solvers over issues with cell reception inside his home, said he spends most days in his family room since that is the only place he can receive a strong enough signal to make a call.

“If there’s an emergency, we don’t have a way to communicate out in a dependable fashion — not at all,” Walls explained.

Walls lives in Henrico’s Far West End near the Collegiate School where Verizon’s cell service is spotty at best.

Walls said he noticed the problem shortly after he moved in.

“We noticed that calls were being dropped, both voice and text, [and we] couldn’t call out,” Walls said.

Walls, who said he has been a loyal Verizon customer for 25 years, complained to the company about the poor reception.

“They said, ‘Yes, we are aware that there is a marginal problem in that area,'” Walls said. “And really they suggested an enhanced signal booster that I could buy. They didn`t offer it to provide me one.”

Walls is among the more than 600 customers in the Tuckahoe who signed a Change.org petition pushing for change.

“I’m very disappointed that right here in my own neighborhood that I can’t count on it,” Walls said.

Thieves take $13,000 from 83-year-old Short Pump shopper

HENRICO COUNTY, Va. -- An 83-year-old Henrico woman said a couple she befriended at HomeGoods in Short Pump stole her wallet. Once in possession of her credit cards, the couple went on a spending spree -- racking up $13,000 in charges at the Apple Store, Walmart, Target, and Ulta.

The victim, who asked for her identity be protected, said the couple approached her while she was browsing in HomeGoods on Thursday afternoon.

“I was just going around like women do looking at everything, and I stopped and this young lady walked up to me and started chatting with me about an item in front of us," the victim said. "Her husband was with her."

The victim said she spoke with the woman for no more than a minute. But in that short amount of time, she believes the man swiped her wallet.

A theft she did not even realize had happened until she finished shopping and went to pay for her items.

At first she thought she lost her cards while shopping, but after re-tracing her steps, she realized something very bad happened inside the store.

While she called police, her daughter started checking bank statements.

Over a span of just three hours, the crooks had done irreparable damage to the her bank accounts.

"From 3:30 p.m. to 6:30 p.m., they attempted $17,000 worth of charges," the victim's daughter said. "It was a huge number in a few hours."

Police told the victim, they believed this was the work of professional thieves who took the cards, split them up, and then hit several stores at the same time.

"She feels violated and vulnerable," the victim's daughter said. "She's worked hard her whole life to have great credit and be in good standing to be quickly invaded. It's a very unsettling crime.”

The victim hopes the pair are captured, so no one else has to go through the hardship of piecing their life back together one phone call at a time.

HENRICO COUNTY, Va. -- The daughter of a friend of the woman found dead in her Henrico home Saturday morning remembered her as a happy-go-lucky person who loved life.

Henrico Emergency Communications received a medical emergency call just before 10:30 a.m. in the 1500 block of Americana Drive in the Stonewall Manor subdivision.

When police and rescue personnel arrived, they found an adult female unresponsive.

After fire and rescue personnel attempted life-saving measures, the woman was pronounced dead at the scene.

The medical examiner will determine the woman's identity and the manner and cause of her death.

The daughter of one of the woman’s neighbors, who spoke to WTVR CBS 6 reporter Sandra Jones on the condition of anonymity, was distressed by the news.

"I said, ‘Oh my gosh, what happened?’  She said, ‘I don't know, I fell asleep on the couch and I woke up to a detective asking me when was the last time I saw her?’” the woman said.

That woman said that when her mother tried to go next door to where the woman lived, police would not allow her to go in.

An officer told her it was a death investigation and could not elaborate on the incident, according to the woman.

She said her mom, who has been living in Stonewall Manor for 15 years, befriended the woman who recently moved in.

"I'm a little upset that something's happened to somebody so close to my mom," she said. "[And for] my mom's emotional wellbeing because my mom keeps saying that she can't believe she's never going to see her sitting there."

The neighbor said the pair would frequently watch TV together.

She described the woman as a happy-go-lucky person who loved life and "had a lot of energy in her attitude."

"She was just was so happy and laughing,” she remembered. “Oh she laughed so hard all the time at the TV and my mom."

Police continue to investigate the circumstances surrounding the woman's death.

Fight breaks out near vigil for 1-year-old girl fatally shot

HENRICO COUNTY, Va. -- Family members, friends and community members gathered for a prayer service in front of the house where one-year-old Jaidah Morris was shot and killed last week.

"She was just so happy, and that would make me happy inside,” Starr Graves, Jaidah’s aunt, said. “I used to be like, 'Go Girl!' And she used to just dance.  She was just so happy.  I don't know why somebody would do this."

Police said Jidah and her father were both shot inside the home on Fayette Street in Henrico.

While her father continues to recover at the hospital, no arrests have been made.

"Two weeks ago we had a big party for her birthday, and now she is not here,” Althea Graves, Jaidiah's grandmother, said. “This is bad... I want somebody to pay for this.  I swear to God that I want somebody to pay for this because this is not right."

This service was designed to help the family heal, a fight broke out nearby near the end of the vigil and the crowd scattered.

Henrico police were on the scene and secured the area.

A group of people were spotted running down Fayette Street and a man was lying in someone's yard.

He was badly injured and surrounded by police while other officers searched the area.

Organizers finished honoring Jaidah despite the tension.

Because as one person put it, most people came here to celebrate Jaidah’s 390 days of life.

"God, we thank you, we thank you, for the life that was lived, but now we ask that you would be with this family like never before.”

Jaidah will be laid to rest Monday at March Funeral Home at 2 p.m. Family members said the service is open to the public.

HENRICO COUNTY, Va. -- A death investigation is underway at an eastern Henrico apartment complex Sunday night.

Officers were called to the at the King Point Apartments on Prince Robert Court.

Police have not released any information about the victim or any possible suspects.

No additional details were available at last check, but police are expected to release more information Monday morning.

Bike shop Pedal Power plans to close in December

RICHMOND, Va. — Randy Bohn is pedaling into the sunset.

Bohn, who’s owned Pedal Power Bicycles for 36 years, is retiring and closing his shop at 1904 Staples Mill Road, near the intersection of Staples Mill and West Broad Street.

“I’m ready for it,” Bohn said of retirement.

He took over Pedal Power’s original shop in Mechanicsville in 1989, eight years after it opened. In 2012 Rowlett’s Bicycles closed after nearly a century in business, leaving the 5,000-square-foot space on Staples Mill up for grabs. Bohn and Pedal Power jumped on it, and he said he later shuttered the original Mechanicsville shop in 2014 to focus on the Richmond location.

Bohn said he expects the shop will close for good in early December, as it’s currently selling off the last of its inventory.

His lease in the building is up in May. The property is owned by three parties, including Four Seasons Partnership and two family members of the late Norman Cohen, according county records, and most recently was assessed at $405,000.

Henrico police officer injured in two-vehicle crash

HENRICO COUNTY, Va. — A Henrico police officer has been transported to the hospital after a two-vehicle crash at a Henrico intersection on Monday afternoon.

Police said the incident happened at approximately 1:00 p.m. when a Henrico Police vehicle was exiting the Government complex (Prince Henry Dr.) onto Parham Road.

That’s when police say a vehicle was traveling on Parham Road struck the police vehicle at the intersection.

The officer was transported to a local hospital with minor injuries, according to police. There were no other injuries in the crash.

The accident is still under investigation.

Essex Village buyer wants to hike rental prices to Short Pump costs

HENRICO, Va. -- At 75, Sarah White is ready to relax at home, but she describes her three -bedroom apartment at Essex Village as anything but comfortable.

"No, I don't. Not unless they tear it completely down and rebuild it, cause I think it's rotten," White said.

Ernst Valery, the owner of a Baltimore based investment firm called SAA/EVI Development, is trying to buy the Section 8 property and also get the county to support his renovation proposal.

Valery told CBS6 he's not considering completely tearing down the property, but he would do a full rehab if HUD supports a rent increase to fund the renovations.

Under Valery's proposed plan, after renovations a three-bedroom at the Section 8 complex would cost up to $1,445 a month in rent.

A one bedroom would cost $1,055 a month in rent.

Those numbers are higher than what HUD calculated for fair market rent in Henrico in 2018.

He said the money will allow him to fix kitchens, bathrooms, the sewer system, and walls -- among other things.

County Manager John Vithoulkas said the rent increases don't sit well with him since taxpayers are already paying $5.4 million annually to subsidize the complex.

"So, in this case we have a new proposed owner that is going to increase rents even more than the rents that were proposed to be increased by the current owner who we've had many problems with," Vithoulkas said.

Valery said the amount of rent residents would pay wouldn't change, but the amount subsidized by taxpayers would increase by about 40 percent.

Comparison apartment shopping shows that one to three bedroom apartments in the Short Pump area can be found for $960-$1420 per month.

In Henrico's East End one to three bedroom apartments can be rented for $765-$1000 per month.

That is something that Vithoulkas simply doesn’t understand.

"You take the highest upper end apartment complexes in Short Pump and you have an equivalency now for what is being requested for Essex Village," Vithoulkas said.

Vithoulkas said the county really wants the opportunity to sit down with the secretary of HUD Dr. Ben Carson, but HUD hasn't agreed to that yet.

Congressman Donald McEachin has sent multiple letters to Carson, asking him to stop doing business with GHC Housing and its management company that manages Essex Village, PK Management. HUD paid PK Management company more than $150 million to subsidize the rent of residents at low-income housing complexes across the country in 2016.   The Ohio-based company runs three Section 8 facilities in Henrico County including, Essex Village, Woodland Crossing and Hope Village.

The company receives more than $7 million a year from HUD to subsidize rent at its housing complexes in the Richmond-area, but multiple WTVR CBS 6 investigative reports have revealed multiple issues at the properties.

It was Vithoulkas who put the wheels into motion after a visit to Essex Village last summer. He put Deputy County Manager Colonel Doug Middleton in charge of a task force aimed at improving the quality of life at the complex.

In November, county building inspectors opened 140 code violation cases at Essex Village.

The fire and police departments found that they are roughly two times more likely to respond to calls for service there than anywhere else in the county.

In January, inspectors from the U.S. Department of Housing and Urban Development gave Essex Village an "F" grade.

During the most recent inspection on August 10, HUD gave the complex a score of 74.17 out of 100, which is considered passing.

However, HUD noted the inspection results for individual apartment units are still "unacceptable" and "represent a serious risk to the health and safety of the tenants."

Essex Village received 22.12 points out of a possible 44.26 points for apartment units.

HENRICO COUNTY, Va. – Police are investigating a suspicious death after a body was found in an eastern Henrico apartment complex Sunday evening.

The disturbing discovery was made at Henrico's King Point Apartments.

Crime Insider sources tell Jon Burkett that neighbors told police they heard a loud pop on Friday night but didn't think anything more of it. Police roped off the parking lot late Sunday after a call for a body discovered.

"Henrico Police responded to the 3400 block of Prince Robert Court for a death investigation," a Henrico Police spokesperson said. "The investigation is currently ongoing, and is being treated as suspicious in nature."

Crime Insider sources say the victim's car was missing and later recovered elsewhere around 11 p.m. Sunday night.

Police have not released information about the victim or any possible suspects.

HENRICO COUNTY, Va. – The death of a 44-year-old man found dead inside a Henrico apartment Sunday evening is now being investigated as a homicide.

James B. Thomas, of the 3400 block of Prince Robert Court, was found dead inside Henrico’s King Point Apartments.

Crime Insider sources tell Jon Burkett that neighbors told police they heard a loud pop on Friday night but didn’t think anything more of it.

The body was discovered inside the apartment shortly after 7:00 p.m. and police was called to the scene. The investigation was initially ruled suspicious in nature.

Crime Insider sources say the victim’s car was missing and later recovered elsewhere around 11 p.m. Sunday night.

Police say there are no suspects in the murder at this time.

Thieves break into cars parked outside gyms all over town

HANOVER COUNTY, Va. -- Nearly a dozen cars were broken into Monday outside gyms and recreation centers in both Henrico and Hanover counties.

In Ashland, police reported thefts from locked vehicles parked at the Patrick Henry YMCA on Ashcake Road.

"These incidents occurred during daylight hours," Ashland Police Department spokesperson Sgt. Marie Kemp said. "Suspects entered locked vehicles by breaking the driver's side window and stole pocketbooks containing credit cards and cash among other valuables."

Similar crimes were reported Monday outside the Shady Grove YMCA in Henrico's West End and Gold's Gym on Bell Creek Road in Mechanicsville.

"We would like to remind residents to lock your vehicles and secure or remove items of value that are in plain view," We have provided several safety tips to help you protect yourself from these thefts," Kemp added.

Man in red pickup wanted in Henrico Wells Fargo Bank robbery

HENRICO COUNTY, Va. — Police are asking for the public’s help to identify the suspect in a Henrico Wells Fargo Bank robbery Tuesday afternoon.

Police said at approximately 3:40 p.m. officers responded to the bank, located in the 8100 block of Brook Road, for a bank robbery.

“A white male entered the bank, approached the victim and presented a note. The victim complied and the suspect left the business,” said a Henrico Police spokesperson.

The suspect was seen driving away in a burgundy or red Ford Ranger pickup truck.

Investigators say no weapon was displayed during the robbery.

The suspect is described as a white male, 40-45 years of age, approximately 5’7”-5’11’, with an average build. He was seen wearing shorts, a jacket, and sunglasses.

‘Hugging heist:’ Thieves on surveillance video hug in celebration after car-break-ins

HENRICO COUNTY, Va. – Surveillance video captured three men breaking into cars in Henrico's East End, then embracing after realizing what was inside them.

A woman living on Kinloch Lane said her daughter-in-law forgot to lock her car doors. Thieves broke in and stole the rent money out of her pocketbook early Tuesday morning.

They were so obviously happy with their heist because they began hugging, which was all caught on camera.

As he watched video of the thieves rifling through cars in the early morning hours in Henrico's East End, retired Henrico Deputy Christopher Wilson said what he saw on surveillance, made his blood boil.

"Hugging? I mean, celebrating," Wilson said. “There's a place for you. I'd like to introduce it to you. Parham Road. Henrico jail. I would come back to show you a thing or two. Teach you some manners, some respect and respecting other people's property."

In the 4900 block of Kinloch Lane, Crime Insider sources say three young adults rummaged through cars whose doors had been left unlocked.

Video captured one man apparently so happy about the loot he scored, that the other two came over to see. They hugged it out and danced around on camera.

"They don't care… that’s what you’re dealing with,” said Wilson.

Crime Insider sources tell Burkett sneakers and hundreds of dollars of the victim's rent money were stolen.

Wilson says this style of crime has plagued his community in spurts over the past three years. He says he feels bad because he heard a noise Tuesday morning but didn't look outside.

That'll change now, he said, knowing thieves are back on the prowl. Some neighbors were seen hardening the target and adding locks Tuesday night.

Miracle dog ‘Prudence’ survives severe boating accident: ‘She’s like our other child’

HENRICO COUNTY, Va. -- A Henrico puppy is being called a miracle dog after surviving a boating accident. Prudence was out with her family in their boat in Whitestone Saturday, when she jumped into the water before the boat was anchored.

“As we started to pull in, I let go to see where we should park the boat,” said Prudence’s owner Julia Caperton Vukaj. “Guess prudence thought we were slowing down and I let go of her and she jumped.”

“The boat went over her and maybe dunked her and her abdomen and legs got into the motor luckily when we turned it off it let her free,” said Julia.

Julia's husband Nik quickly got the 17-month-old out of the water and the couple made a tourniquet for her legs with ropes and towels.

“You could see a lot of blood. The water was just red,” said Julia.

They told their seven-year-old daughter Louisa to look away because the injuries were so severe.

“Her tongue just as white as the paper,” said Nik. “Our mind is, she’s not going to make it.”

The couple got in the car and raced back to Richmond stopping at Chickahominy Animal Hospital where they accessed the lab mix and told them they needed to drive to Richmond where they could treat her critical injuries.

“We were just talking to her the whole time thinking we can’t lose her,” said Julia. “There were points she would close her eyes and I would say Prudence you got to wake up. She started to get cold but stayed alert the whole time.”

The doctors at Dogwood Animal Hospital were waiting for the couple.

“I remember crying to the vet saying do whatever you can to save our dog, she’s our baby, you have to save her.” said Julia.

The Vukaj family adopted the rescue dog after battling four years of infertility as they attempted to have a second child.

“She's like our other child,” said Julia.

Prudence was admitted to the ER in critical condition.

“She had lost a significant amount of blood so she was in shock,” said Dr. Alex Padron with Dogwood Animal Hospital. “She required lots of blood to get her values to a stable range.”

Once stable, Prudence underwent three surgeries for muscle damage, lacerations and two broken femurs.

“I was able to reconstruct the soft tissue damage. We did that, we repaired the muscles and we repaired the fracture itself.” said Dr. Padron.

A GoFundMe page generated more than $4,000 in a matter of days to help cover the more than $15,000 in unexpected vet bills.

“I think what we learned from this is the human race is a really kind and giving race and the community that surrounds us is incredible,” said Julia.

And, although the family has taken out a second mortgage on their home to cover their vet bills they say it’s worth it.

“She’s worth it, she fought so hard to stay alive to be with us, so we feel like we owe it to her it’s the least we can do,” she said.

Doctors say Prudence has a long road ahead but she is doing incredible. She stood on her back legs just days after her surgeries.

The family says they want to pay the compassion and care they have received forward and plan on getting pet insurance.


Cold Platform brings rolled ice cream trend to Short Pump

SHORT PUMP, Va. -- Cold Platform, a new shop in Short Pump, specializes in rolled ice cream.

The special type of ice cream, which comes from southeast Asia, has been gaining popularity in the U.S.

Manager Jonathan Alvarado said the process to make the confection involves a lot of mixing and chopping.

"As you put the base on, you put all the mixings in, which are the toppings,” Alvarado said. “You chop it all up, and every time you chop it, it creates air in there, which crystallizes… [and] it turns into your ice cream base. So the more you move it, the more solid it gets.”

Some of the flavors include s'mores, mint chip, rocky road, French toast and even Fruity Pebbles.

Son is person of interest in Henrico woman’s killing: Crime Insider

HENRICO COUNTY, Va. -- The death of a 61-year-old woman found dead inside her Henrico County home Saturday has been ruled a homicide, and a person of interest is her son Sean Hill, Crime Insider sources Jon Burkett.

Hill is currently locked up at Henrico Jail West on breaking and entering charges.

The 61-year-old Gray was found unresponsive in her Americana Drive apartment off Parham Road Saturday morning.

Crime Insider sources say it was murder.

"Yes, I understood it was a homicide,” said a neighbor who said she was good friends with Gray and asked her identity to be withheld. She is still reeling from the tragic news.

“It makes me sick to my stomach. This hurts my heart,” she said. “Barbara was a wonderful, wonderful person. She loved everybody."

“Everybody,” included her son, Sean Rashaad Hill,” she said.

Crime Insider sources said Hill, who lived with his mom in the apartment, is that person of interest and they expect more charges to be tacked on to the breaking and entering charges in the near future.

"Sean seemed like a very caring young man who seemed to love his mother a whole lot, but I guess he got caught up with potentially what he could have in today's time," said Gray’s friend.

Crime Insider sources tell Burkett that Gray was shot to death.

Hill denied CBS 6’s request for an interview. He remains in jail with no bond. His next court appearance is next year.

HENRICO COUNTY, Va. -- Talk about life changing. I had such a fun experience working with Lori at Henrico Doctors Hospital.

Lori is an Ultrasound Technician, also known as diagnostic medical sonographer.

She performs non-invasive prenatal tests with a special wand called a transducer.

Racially charged video of Henrico students simulating sex acts under investigation

HENRICO COUNTY, Va. -- Henrico police and school leaders are investigating an “appalling” and “disturbing” video posted on social media, that shows Short Pump Middle School students simulating sexual acts and taunting black students with racist remarks inside the boys locker room.

A parent of one of the football players, who was not a part of acts, told CBS 6 that white student pinned black students to the locker room floor and benches and dry humped them, while yelling racist comments.

A video of the incident was posted on Snapchat. In the video, text placed over the simulated acts read, “We gonna (expletive) the black outta these African-American children from Uganda.”

CBS 6 reached out to Henrico Police, who said they are aware of the video and are investigating.

Short Pump Middle principal Thomas McAuley send an email to parents calling the actions in the video “appalling, disturbing, and inexcusable.”

“I and the administrative team of Short Pump Middle School are handling this matter with the seriousness it deserves,” McAuley wrote. “This includes taking appropriate actions to address what occurred and to prevent it from ever happening again.”

He said he is disappointed by the actions depicted in the video and his heart aches for the students and families involved. Principal McAuley went on to say counselors will be available for students who needs additional support.

Regarding the racial remarks in the video, Principal McAuley encouraged parents to use this incident as a teacher opportunity for their students.

“As a community, I would encourage each family to have conversations with their children about embracing diversity, and what the idea of ‘embracing diversity’ means to them, and what they should do if they experience anything that ‘tears down’ another person. Let’s lift up each other and use this moment to teach and empower our students,” McAuley wrote.

Henrico County School spokesperson Andy Jenks said he could not get into specifics about the incident, but said the school system will “take appropriate action.”

“The contents of which are offensive and wrong. The school division will take appropriate action in accordance with our normal procedures,” said Jenks. “Beyond that, federal law prohibits school divisions from sharing additional information about students.”

Henrico man accused of dragging victim with vehicle after altercation

HENRICO COUNTY, Va. — A Henrico man has been arrested after police say he dragged a victim with his vehicle following a verbal altercation.

Hwan Kyu Park, 57, has been charged with malicious wounding and reckless driving in connection with the incident.

Police said the incident happened Thursday, October 19 in the 11000 block of W. Broad Street. Officers responded to the scene for a report of an assault.

“The investigation determined that Park and the victim got into an argument. When Park drove off, the victim was injured after being dragged by the car,” said a police spokesperson.

The victim was transported to a local hospital with non-life threatening injuries.
