1 man wanted for 2 county bank robberies

HENRICO COUNTY, Va. -- Investigators in both Henrico and Hanover are working to find one man they believe robbed banks in both counties.

"On Friday, October 20, 2017 at approximately 11:45 a.m., Henrico Police responded to the Union First Market Bank located in the 9600 block of Gayton Road for a robbery," a Henrico Police spokesman said. "A black male entered the bank, approached the victim and presented a note. The victim complied and the suspect left the business. No weapon was displayed."

Police believe the same man robbed another bank earlier Friday along the 8000 block of Bell Creek Road in Hanover.

Police described the man as a black male, large build, wearing a green baseball cap with a red or pink brim, a black t-shirt, and blue jeans. He was last seeing leaving the area on foot.

Woman attacked, rescued from burning Henrico home

HIGHLAND SPRINGS, Va. -- Henrico Police and firefighters are investigating a Friday morning house fire that morphed into a crime scene after it appeared the woman who lives in the home was attacked during a robbery.

Henrico Fire was called to the Highland Springs home, in the 100 block of North New Avenue, at about 5:35 a.m. Friday.

"The first personnel arrived within five minutes of dispatch to find a small fire outside of a home, as well as smoke coming from inside the house," Henrico Captain Taylor Goodman said. "Personnel quickly extinguished the fire outside of the home while additional crews went inside to search for victims and to locate the source of the smoke."

Firefighters entered the home and found a woman inside.

"During their search, firefighters discovered a female inside the home, and what appeared to be a crime scene as well," Goodman said. "She was quickly taken out of the home, where she was provided advanced life support care and transported to a local hospital for what appears to be non-life-threatening injuries."

The question remained, who or what caused those injuries.

"It appears a crime may have occurred inside the house," Goodman said without elaborating on the injuries.

Curtis Cooper, who said he's known the 78-year-old victim for 30 years, was told by police on scene someone had broken into the home during a robbery attempt.  That person, the man was told, also set the house fire.

"He set the house on fire after he didn't get what he want," Cooper said. "Why would somebody want to hurt a little old lady?"

He added that the victim told him earlier this week that she'd caught a young man peeping into her home.

Police have not yet released any information about a possible suspect.

A neighbor who watched paramedics bring the victim to the stretcher described her injuries, "it was like she was in a car accident." Her face was bloodied and swollen, according to witnesses.

Henrico Police and the Henrico Fire Marshal’s Office have opened a joint investigation into the incident.

Touched by Henrico mother’s loss, woman sews dress for baby’s funeral

RICHMOND, Va. -- Shavonne Brown has a passion for fashion, and community. Though the road has been tough, the 27-year-old mother is accomplishing her dream, and giving to others along the way.

“I always wanted to do it,” Brown said. “I always wanted to be in the fashion industry, but I never had that push.”

It was a heartbreaking experience in 2016 that set her on her path.

Last October Brown and her children were visiting family in Mosby Court. Her 11 year old son Jalil was shot in the leg while playing with other kids.

Brown was really depressed.  “I couldn`t get out of the bed,” she said.

Her son survived, and it Brown was motivated to do something different with her life. “He`s good,” Brown said. “He plays basketball; he still plays football.”

To let go of grief, and the weight she carried, Brown put her energy into pursuing her dream.

“I never knew how to sew, I just studied with books, watched videos and learned about different fabrics and textures and I taught myself how to sew,” she said.

Then she felt compelled to help a Henrico mother who lost her baby girl to gun violence.

After someone tagged her on a Facebook post from the little girls` mom wanting a dress to bury her.  Multiple people were wounded, and a 1-year-old baby killed, when someone walked up to the home in the 500 block of Fayette Avenue and fired a gun.

“So, when I saw the post I could relate because it was a couple of days before the one-year anniversary of my son getting shot,” Brown said.

Brown said she called the mom that morning, got the colors and made the dress the same day.

She met her the next morning.

“She cried. She just kept hugging me. I just was glad that I helped her.”

Brown's designs have been featured in Element magazine, on the runway in Atlanta and In New York during fashion week.

Brown recently completed 30 photoshoots.

She wants others to know that crime doesn't pay, but a career does.

“There`s always another way,” Brown said. “You can do whatever you put your mind too.”

Brown started a modeling boot camp for participants ages 6 to 30. They learn everything from how to walk the runway to what type of facial expressions they should show before an audience.

So, she's all in when it comes to fashion. She is now preparing for a major fashion show on December 9. The money raised from that event will pay for Christmas toys for needy families, cancer patients and survivors.

Short Pump Middle forfeits football season after racially charged video

HENRICO COUNTY, Va. – The Short Pump middle school football team is forfeiting the rest of their season after a racially charged video showed students simulating sexual acts inside the boy’s locker room.

In a letter to parents, school leaders said the move is a consequence for the Snapchat video, that came to the school’s attention Monday.

“There is no place in HCPS for the kind of behavior portrayed in the video,” school officials said.

A parent of one of the football players, who was not a part of acts, told CBS 6 that white students pinned black students to the locker room floor and benches and dry humped them, while yelling racist comments.

A video of the incident was posted on Snapchat. In the video, text placed over the simulated acts read, “We gonna (expletive) the black outta these African-American children from Uganda.”

While the team will no longer play games this season, officials say they will continue to hold practices where code of conduct stands will be discussed.

“A mandatory component of practices will be discussions that focus on reporting responsibilities, accountability, ethics, sexual harassment, and racial tolerance,” read the letter.

In a letter to parents earlier this week, Short Pump Middle principal Thomas McAuley called the actions in the video “appalling, disturbing, and inexcusable.”

School leaders say they are working to develop action steps to prevent similar incidents from ever happening again.

“We will include staff, parent, administrator and student representatives in this dialogue,” read the letter. “Our hope is to use this very unfortunate event as a meaningful learning opportunity for students moving forward.”

Officials said they could not get into specifics about the locker room incident, because they are prohibited from providing information pertaining to students.

HENRICO COUNTY, Va. -- A man is facing attempted murder charges in the beating of a 78-year-old woman.

Investigators announced the arrest of 39-year-old Wendyll Troy Brownie Saturday morning.

Firefighters responded to a home in the 100 block of North New Avenue around 5:30 a.m. Friday for reports of a structure fire.

Crews went inside and found a woman badly beaten, police have not released her name.

Paramedics took her to the hospital with non-life threatening injuries.

A neighbor who watched paramedics bring the victim to the stretcher described her injuries, "it was like she was in a car accident." Her face was bloodied and swollen, according to witnesses.

HIGHLAND SPRINGS, Va. -- The neighbor of the woman found beaten inside of a burning Henrico County home was arrested in connection with the crime.

"She’s been sick on and off," neighbor Joan Campbell said. "I have just been worried about her. She’s like a mother to me."

Other neighbors described Brownie as the outcast of the neighborhood, who lived there for about a year.

He declined an interview from jail, Saturday morning.

The victim's son told WTVR CBS 6 she was awake and talking while recovering at the hospital.

"She’s such a sweet person," Campbell said. "She’d do anything for you."

HENRICO COUNTY, Va. -- One person was killed and another person was wounded at a car wash on Broad Street near Willow Lawn in Henrico County Saturday evening, according to Crime Insider sources.

Those sources said police were called to the Car Pool Car Wash in the 5500 block of West Broad Street near the Libbie Place shopping center just after 5:35 p.m. for a report of a shooting.

One person died at the scene and another victim was transported to VCU Medical Center, Crime Insider sources said.

A woman, who was shopping inside the nearby Target store, said she saw a large police when she came back to the store's parking lot and snapped a photo about 5:58 p.m.

"I knew something serious happened when I saw so many police cars, crime scene tape and an officer walking the Target parking lot when I walked out," she said.

Fire closes Henrico Long John Silver’s

HENRICO COUNTY, Va. -- A Long John Silver's restaurant in eastern Henrico is closed after a fire broke out in the kitchen Saturday afternoon.

Firefighters were called to the restaurant in the 2200 block of East Laburnum Avenue just after 3 p.m.

WTVR CBS 6 reporter Brendan King spoke with Karen Smith and Kenneth Smith, who had been feasting on the chain’s popular fish and shrimp when they had to flee.

"We heard an alarm going off and turned around and saw a little bit of smoke and then the other customers started saying, 'It's a fire,'" Karen Smith said. "And everyone had to evacuate. "

Henrico fire officials said crews were on the scene within four minutes.

They discovered the fire in the kitchen had spread to the duct work, but firefighters were able to get it under control within 30 minutes.

There has been no word on how long the restaurant will be closed.


Man wanted for deadly double shooting at Henrico car wash

HENRICO COUNTY, Va. -- Authorities are asking for the public's help to find the man wanted for a deadly double shooting at a car wash near Willow Lawn in Henrico County Saturday evening.

Officers responded to the Car Pool Car Wash in the 5500 block of West Broad Street for a shooting call just after 5:30 p.m.

"Upon arrival, officers discovered two individuals suffering from gunshot wounds,"Lt. Chris Garrett with Henrico Police said.

Officials said 28-year-old Kevin L. Barnes of Richmond died at the scene.

Another victim was transported to an area hospital with injuries police called not life-threatening.

Officials said 26-year-old Tony Shiquan Felton  is wanted for Conspiracy to Commit Murder, Malicious Wounding, and Use of a Firearm in commission of a Felony.

A woman shopping at the nearby Target snapped a photo around 5:58 p.m. of a large police presence when she returned to the store's parking lot.

"I knew something serious happened when I saw so many police cars, crime scene tape and an officer walking the Target parking lot when I walked out," she said.

"Detectives continue to investigate the circumstances surrounding this incident and have identified all subjects involved," Garrett said.

Dad killed in Car Pool shooting remembered as hardworking man who loved family

HENRICO COUNTY, Va. -- Family members said the man killed in a double shooting at a car wash in Henrico County Saturday night was a loving father and husband.

Officers responded to the Car Pool Car Wash in the 5500 block of West Broad Street for a shooting call just after 5:30 p.m.

Two people were shot. Officials said 28-year-old Kevin L. Barnes of Richmond died at the scene.

Family members told WTVR CBS 6 reporter Claudia Rupcich that Barnes was married and had two young kids. They said he was a funny, hardworking man who loved his family.

They said the other person shot was Barnes’ teenage cousin. Police said he was taken to VCU Medical Center with non life-threatening injuries.

Austin Price was leaving the Target at Libbie Place shopping center across the street from the car wash.

"It looks like the stuff you see in movies -- sirens going off and people standing up, kind of surveying the area. All of a sudden I see the yellow police tape, and a bunch of police cars, and I didn't know what to expect,” Price said.

Price said he had no idea he was looking at the scene of a homicide.

"I don't know what the motive was, but no matter what human life should not be lost like that,” Price said.

Henrico detectives are looking for 26-year-old Tony Shiquan Felton. Police described him as 5 feet 7 inches tall and weighing 150 pounds.

Police said he is wanted for conspiracy to commit murder, malicious wounding and using a firearm in the commission of a felony.

Mutt Strutt raises over $30K for pet cancer treatments

HENRICO COUNTY, Va. – Hundreds of people and their pups turned out for the 7th annual Mutt Strutt awareness walk in Henrico County on Sunday.

The event was held at the 2SpeakDog training facility on Capehart Road.

It featured an interactive walk, vendors, food trucks and dock jumping for dogs who wanted to cool off.

The Mutt Strutt benefited FETCH a Cure, a non-profit organization dedicated to raising awareness about pet cancer in our community.

“FETCH a Cure is here to raise awareness and do education for pet cancer, but we also fund the treatment,” Emily Clanton with FETCH a Cure said.

CBS 6 Meteorologist Mike Goldberg was this year's emcee for the event, which raised more than $33,000 for the cause.

Henrico man accused of trying to kill 78-year-old next door neighbor

HENRICO COUNTY, Va. --  The man accused of beating a woman and then setting her house on fire was arraigned on an attempted murder charge Monday in Henrico County court. Wendyll Troy Brownie, 39, appeared before the judge via video from jail.

Brownie has chosen to hire his own attorney and will remain jailed without bond until his next court appearance on November 7.

It was Friday, October 20, when Henrico firefighters responded to a house fire on New North Avenue in Highland Springs. Inside the home, they found a 78-year-old woman who appeared badly beaten.

Family friends said police told them someone had broken into the home and beat her up while looking for money. The intruder then set the house on fire.

Police arrested Brownie later that same night.

Brown lives next door to the victim.

His family was the court for Monday's arraignment.

Family members said there were two sides to each story, and they felt the coverage of the incident had been unfair. However, they would not elaborate, nor give any more information.

Joan Campbell, who knows the 78-year-old victim well, said says she could not understand why someone would hurt her.

"She was all black and blue, she was swollen and everything," Campbell said. "She looked like someone had beaten her up in a wrestling ring. She never bothered anyone. She’s just a sweet person."

The victim's son said his mother was recovering in the hospital and was expected to be OK.

Henrico school officials announce meeting over racially charged video

HENRICO, Va. -- Parents of football players at Short Pump Middle School still have many questions surrounding a video which shows some football players simulating sex acts in the boy’s locker room and making racist remarks.

Parents have demanded more answers from the school system.

"We're looking for better communication from the schools," said Andy Clarkson, who has a son on the team.

Clarkson and others parents said it's time the Henrico County School Board or Superintendent address parents directly about the events leading up to and after the disturbing video.

"It seems like they want to keep information and want this to just go away and not share with us everything that went on," Clarkson said.

The video that was posted on Snapchashows middle school football players simulating sex acts and taunting black students with racist remarks inside the boy's locker room.

Clarkson said people have told him there is additional video that could shed more on light on what happened.

"That maybe that this was a prank or a staged event that went way out of hand," Clarkson said.

"I want to understand what happened, right?" said another parent of a football player, who asked for her identity to be concealed.

She said she's been told there was not an adult in the locker room supervising the kids when the video was filmed.

"There wasn't an adult in the locker room supervising our children? So our children are just left to their own devices?” the mother said.

“Of course they are going to rough house and play if they are continuing to be left alone,” she added.

CBS 6 requested an interview with the Superintendent or School Board to address parent concerns, but spokesperson Andy Jenks declined the request.

Jenks referred to a letter the board sent out Friday announcing the team would have to forfeit the rest of its games, but practices would continue.

“A mandatory component of practices will be discussions that focus on reporting responsibilities, accountability, ethics, sexual harassment, and racial tolerance,” it said in the letter.

Late Monday school officials announced a 7 p.m. meeting on Wednesday, Oct. 25, at Short Pump Middle School Auditorium.

“We would like to keep you updated on the steps being taken to address the recent incident in the football locker room,” school officials said.

They will share preliminary plans for moving forward and will welcome input from the school community.

School Board Member Micky Ogburn will facilitate a discussion that includes the superintendent, school staff and central office administrators.

Earlier that day, parents of some of the football players plan to coordinate a unity exercise, where football players and others in the school will wear orange and hand out orange unity wrist bands.

October is National Bullying Prevention Month, and Wednesday is Unity Day 2017.

 

U.S. Marine working to help local veterans find homes

RICHMOND, Va. – A local retired U.S. marine is helping veterans who are returning home.

Moe Mathews leads the Richmond chapter of Veterans Path Up, a nonprofit organization based out of Charlotte, North Carolina.

The organization’s mission is to provide housing for working and disabled veterans – including the homeless -- many of whom do not qualify for long term support from any government agency.

“Our main focus is not to give a hand out but we're a hand up type of organization,” Mathews said. “We want to help folks who are ready for that type of help.”

Mathews, along with many contractors and companies, are donating time, supplies, and labor to remodel a Northside home.

Mathews said the “Path Up House” will serve five veterans who are ready to become homeowners. They will pay bills and get ready for that step of becoming homeowners. To qualify they must have served for two years and have been honorably discharged.

The Richmond chapter of Veterans Path Up needs help, their goal is to finish the home by Nov. 11, but they need more man power, furniture donations and money donations.

Car Pool murder suspect wanted in Henrico

HENRICO COUNTY, Va. -- Police released a new photo of the man wanted for a weekend murder at a Car Pool car wash in Henrico's West End.

Tony Shiquan Felton, 26, is wanted for Conspiracy to Commit Murder, Malicious Wounding, and Use of a Firearm in commission of a Felony.

Felton, according to police, shot and killed 28-year-old Kevin L. Barnes outside the car wash Saturday at about 5:30 p.m.

According to online court records, Felton has faced several misdemeanor charges in both Richmond and Chesterfield, including a concealed weapon charge in Richmond in 2011.

A second person struck by gunfire -- identified by family as Barnes' teenage cousin -- survived the shooting.

"Detectives continue to investigate the circumstances surrounding this incident and have identified all subjects involved," a Henrico Police spokesperson said Monday.

Barnes, who previously attended Henrico High School according to his Facebook page, was remembered as a funny, hardworking man who loved his family.

The shooting happened at 5514 W Broad Street, near Libbie Avenue, in Henrico.

Elise, who asked to be identified only by her first name because of strange social media messages she has received since Saturday, said she was in the Target parking lot with a friend when she heard "pops" across the street.

"My friend said, 'I think that was the car backfiring on the detailing side,' and I said, 'no those were definitely gun shots,'" Elise said.  "It was really horrifying that I didn't know what to do in the moment."

In the days since the shooting, Elise said she has been thinking about Barnes' family, but also about how to keep herself safe when the unexpected happens.

"Avoidance is definitely key to your safety, but at the end of the day, it just happens and you have to internalize it like that," she said.  "I looked up afterward a bunch of ways that I could have reacted and that I reacted wrong."

Child struck by vehicle in front of Highland Springs High

HENRICO COUNTY, Va. – A child was hit by a vehicle while crossing a roadway in front of Highland Springs High School Monday afternoon.

Police said at 4:11 p.m. they received a call for a pedestrian hit on Nine Mile Road.

The child sustained non-life-threatening injuries including abrasions and leg pains, according to police.

The driver of the vehicle has not been charged at this time, but the accident is still under investigation.

HENRICO COUNTY, Va. -- The man accused of beating an elderly woman and then setting her Highland Springs home on fire is also accused of sexual assaulting her, Crime Insider sources tell Jon Burkett.

Wendyll Troy Brownie, 39, was arraigned on an attempted murder charge Monday in Henrico County court.

Those sources also said that after allegedly setting the 78-year-old woman’s North New Avenue home on fire, he went to work like nothing happened.

Unsuspecting customer surprised with free Halloween costume

HENRICO COUNTY, Va. -- With Halloween about a week away, CBS 6 is getting in the Halloween spirit.

Reporter Laura French went to a Henrico Halloween store where she surprised an unsuspecting customer in the latest edition of CBS 6 Gives.

French, with the help of Union Bank and Trust, surprised a woman waiting in line to buy her costume.

“We are with Channel 6 and we do a segment called 6 Gives and we would like to buy that or you,” asked French.

“Oh my God, thank you so much!” she said.

“The only thing that we ask is that you pay it forward at some point,” said French.

Short Pump parents have list of demands after racially charged video

HENRICO, Va. -- Several parents of kids on the Short Pump Middle School football team said their kids are scared to be at school, and they are demanding the Henrico School Board take various corrective actions by Wednesday.

"When I saw today that my son is scared to be at the school and he feels like the school is not protecting him, I feel I failed him by moving him to this school district," one parent who asked us to conceal their identity said.

The parent is worried about her Don's well-being after backlash from a disturbing video filmed in the boy's locker room at Short Pump Middle School.

"There are threats being written by adults about targeting certain races because of this," the parent said.

The parent said her son had nothing to do with the video, but he is on the football team.

She asked CBS 6 to conceal her identity so she could speak freely about her concerns regarding the Henrico School System's response to the video.

The clip shows middle school football players simulating sex acts and taunting black teammates.

"We are being told that we're raising our children horribly, but the school never told us any of this was going on, and without knowing what's going on how can we correct the behaviors? How do we know what our children are doing if the school does not tell us?" the parent asked.

Shortly after the video made it into the public arena, the school board announced the team would forfeit the rest of its games, but continue to practice and undergo sensitivity training.

"This was a horrible event, it was absolutely horrible what happened, but we want to be a part of the solution," the parent said.

The parent and others said they want to be included in the action plan for addressing the problem. They also want to ensure there is always adult supervision in locker rooms, and make clarifying statements to the public to remove ambiguity from their response to the situation.

"These behaviors are pervasive, and we need to make sure we are looking at the complete picture as to what happened," the parent said.

Parents will have the opportunity to speak directly to school leaders at 7 p.m. Wednesday, Oct. 25 at the Short Pump Middle School Auditorium.

School Board Member Micky Ogburn will facilitate a discussion that includes the superintendent, school staff and central office administrators.

Former school bus driver accused of sex with minors, now accused of possessing child porn

RICHMOND, Va. – Court documents show disturbing new information about in the case of a former Henrico County school bus driver accused of having sex with and providing drugs to minors.

Anthony Mancuso, 39, is charged with three counts of having consensual sex with a minor 15 years or older.

He is also charged with four counts of selling schedule one or two drugs to a minor and two counts of tattoo or body piercing to a minor without parent consent.

He is also accused of possessing child porn, according to court documents obtained by CBS 6.

Court documents reveal DVDs in Mancuso’s possession show close to 300 child pornographic images some with bondage and videos with kids as young as infants.

If convicted, legal experts say the four DVDs could mean a lifetime in jail for Mancuso.

“A prosecutor has a whole lot of leverage because they can literally charge one criminal offense for every single one of the images,” said CBS 6 legal analyst Todd Stone.

The affidavit states the discs were discovered by Mancuso’s roommate on the day of his August arrest when the former Henrico bus driver was charged with having sex with and providing drugs to minors.

“He’s not just accused of having these things in his possession, he’s also accused of actually involving juveniles and doing things that would be illegal,” added Stone.

After learning of the charges, the roommate, who has two children, became suspicious and found them in a box 'hidden' with his personal belongings.

The affidavit states that the roommate viewed one of the discs and described a video of an older man having sex with what appeared to be a three-year-old girl. The roommate immediately contacted Henrico authorities and the FBI got involved.

Investigators state that the other discs involved videos of bestiality involving children, numerous videos of kids ages one-to-two years old being raped and tortured and that one of the discs contained a guide that read “A manual that teaches you to have sex with little girls... Safely.”

“Child pornography is something that is severely punishable by courts because it’s seen as something difficult to rehabilitate and so many judges come down pretty aggressively on issues like this,” said Stone.

Investigators were able to obtain a laptop from Mancuso's mother's house as a result of the affidavit.

Court documents also show that authorities were monitoring jail conversations between Mancuso, his kids and mother about his computer.

He is being held without bond on the August charges.
